Review: The Council of Europe (COE) is 4th oldest and largest European institution, with 46 member states. Intergovernmental cooperation with regard to blood transfusions began in the 1950s, to promote voluntary, non-remunerated blood donation, mutual assistance, optimal use of blood and blood products and protection of the donor and recipient. Agreements were signed and since then the COE has adopted a number of Recommendations. This book is a technical appendix to Recommendation R (95) 15, and contains guidelines on the use, preparation and quality assurance of blood components. It provides the ‘gold standard’ for blood transfusion services around the world.
