This report outlines international and national policy on the prevention of disabilities and on health education in relation to COE Recommendations for people with chronic diseases. It begins by stating the rights in relation to health and quality of life laid down by the WHO, COE, EU and UN. There are also chapters on The COE Recommendations; WHO conferences and Regional Office for Europe programmes; the ILO, UN and EU rules and policies. The second part of the book reports on the measures that help those with chronic disease to enjoy the rights to life: respect for human dignity, physical integrity, free personal development, equality of opportunity, independent living, and active participation in the life of the community. It recommends setting up individual programmes of psycho-social rehabilitation aiming at the full development of the person, and measures to promote the full integration of people with disabilities into society. |
