These are the papers from the biannual conference held in Brazil in September 2003. The object of the conferences is to report on recent research and experience and to develop conclusions on key themes. These key themes were: performance-based contracts; competition and regulation; regulatory and planning tools; institutional frameworks; funding issues; service quality; performance measurement and data; and regulation and management in thin markets. The book is divided into eight parts: innovation in public transport; monitoring and auditing; the design of auto-competitive public transport; creating and maintaining trusting partnerships; the informal sector; and contract design and implementation issues. |
