These are 23 paper and the discussions that make up the proceedings of the conference held in Vienna in July 2003. The conference discussed critical issues pertaining to the safety of transport of radioactive materials of all kinds by all modes of transport. The conference found that the IAEA guidance provides a framework for a strategy for anticipating and dealing with transport accidents, depending on the mode of transport. Important elements of emergency response planning are for national infrastructures to be put in place, for personnel to be trained, and for the need for confidence building in the public and within the government to be recognised. Progressive movements in terms of the sophistication of emergency response capabilities was discussed as was the need to develop more integrated international emergency response plans. |
