Review: The period of transition between plant operation and implementing of a decommissioning strategy is a critical one. A number of technical and organizational modifications are needed to adapt the plant to meet new objectives and requirements. This report provides practical advice and information on important aspects of the transition from operation to decommissioning with the aim of minimizing delays and avoiding unnecessary costs during final planning for decommissioning. It provides guidance for planning shutdown. Typically this includes: defuelling of reactors and systems; retirement of equipment and systems; radiological and waste characterization; operational waste treatment and removal of minor components. The book does not focus on early termination scenarios, but it may be of help in such scenarios. It covers factors that are applicable to any nuclear installation: power plants, research reactors, fuel cycle facilities, etc. and addresses strategic issues such as planning, administration and implementation.
